This episode is about a man named Trevor Rawls, who was caught up in a tornado and survived, but is now made of electricity. Rawls had committed a robbery known as the "Bay Saint Louis Robbery" in the show, and his girlfriend had taken the money he hid, after he had been caught. With his new power, he goes after his ex-girlfriend, June, who has already apent all the money and is now engaged to someone else. He terrorizes her and carves words into walls with his finger tip, like "I WANT WHAT'S MINE." With his power, he can go through walls and metal and stuff, but not rubber or glass. So Mulder has to shoot him with rubber bullets and Rawls learns the hard way that he can't go through glass windsheilds of cars.
